FLOODS: SITUATION BEFORE WINTER, BALANCE OF PLAN ORSEC 2012

Heaven has opened its gates in the eastern and southern regions of Senegal, causing this part of the important countries material and human damage, the death of three people electrocuted by falling thunder. A situation that does not bode well for the series dives into psychosis heavy macabre record flooding last year populations. Measures that had been put forward by the authorities to address the situation in the flood zones, slow to materialize. In Dakar, the people of the suburbs, heavily affected by this phenomenon, still expect the worst. Works announced to curb the problem seems to be still in draft form, to the chagrin of people who still live under the fear of flood disasters. The Monitor is an overview of the situation in Dakar and in the country, to comb through the record of Orsec Plan 2012.

Where are the billions of Orsec Plan 2012?
Senegal will not soon forget the winter of 2012. A year when heavy rains in the capital and in some areas were well above average rainfall. Consequently, several parts of the capital and some cities in the country have found themselves engulfed by rainwater. And immersing people in sadness, despair and destitution. Before the thousands of families affected by the floods and, for some, lost everything in the water, the Senegalese people, the international community, in a broad spirit of solidarity, had a hand in the pocket to help disaster . The telethons were organized by the media (the Future Group and Media D-Media) to centralize certain money donors. Of monies are paid thereafter to Orsec Plan, the Ministry of Interior, headed at the time by the Minister Mbaye Ndiaye. Which had appeared in the press a statement to the stock of financial contributions received by his ministry. Indeed, in the statement No. 6 Orsec Plan on financial contributions by the Ministry of the Interior, as of November 6, 2012, the aggregate amount of contributions received amounted to 1,283,203,677 CFA francs. This amount, according to the observations contained in the document was donated to the Treasurer General of Senegal. If, for voluntary contributions in kind, the management is the subject of press No. 5 Orsec Plan 2012 of 12 October 2012, the destination of donations has been the subject of justification. Using the sum of 1,283,203,677 CFA francs, paid to the Treasury for disaster raises questions. Today, a few days before the rainy season, affected populations, which still live in the fear of further flooding, wonder what happened to the money that was intended for them. The side of the authorities, the subject seems to be taboo. The interior minister at the time, Mbaye Ndiaye, landed meantime, is silent as the grave. Multiple attempts to have a meeting with him for a detailed light on the subject were unsuccessful. On the other hand, officials of the device are shown Orsec Plan categorical on the issue. Nobody wanted to venture on the subject. It is the feeling that we have been told by the police officer, Mbaye Sady, a member of the Communication Unit of the Ministry of Interior. Joint in a first step, our interlocutor had mentioned the unavailability of these officials, mobilized by the passage of the Minister of the Interior in the Chamber. A few days later, our interlocutor stated that we roundly Orsec Plan officials have notified him that they were effused at will on the issue last year. Therefore, officials Orsec Plan did not see the relevance to return again this year.
