"War crimes for which Habré continued alone, unlike other crimes involving members of his power, took place during the conflict with Libya to the north and the Government of National Unity transition (GUNT) and southern Chad with Codos, "said Attorney General at the CAE.
Referring to the cases of torture and deprivation of liberty under Habré, he noted that they were often followed by summary executions were carried out by the Directorate of Documentation and Security (DDS), the political police of the regime .
"Habré is primarily responsible, because it was he who created and systematic repression," said emphatically Mbacké Fall, noting, however, that the list of perpetrators of which is absent Idriss Deby is not exhaustive.

He stressed that the arrest of Habré in his home on Sunday morning is not a kidnapping as argued his defense. "We did this for the safety of Habré and those who came to arrest him. Because he had weapons of war," said Fall Mbacké not without discarding the possibility of suicide.
