My dear compatriots,

 

Tomorrow, April 4, 2013, we are celebrating in unison, the 53rd anniversary of the accession of our country to international sovereignty.
I am pleased to extend to you all my warmest congratulations.
This year, I wanted our national holiday, keeping the dignity and solemnity required, takes place in a sober, waiting to come back from next year, the civil and military parade as usual.
So I will chair, like last year, a ceremony to take up arms to Independence Square.
National Day evokes memories of the first our Resistance, known and unknown heroes who sacrificed their lives to preserve our freedom. We owe them gratitude and recognition.
On behalf of the Nation, I salute you, dear veterans. I renew my sentiments of affection and admiration for the decisive contribution that you have made to the defense of the free world, as a prelude to decolonization.
National Day is, par excellence, of our valiant Armed Forces.Officers, Assistant Officers and NCMs, I salute you. I renew my confidence and you repeat the pride of the nation, for your commitment to the values ​​of availability, rigor and discipline characteristic of Senegalese soldier who contribute to our country's international reputation.
I particularly welcome those of you currently involved in operations and execute risky missions in the service of the nation and peace in Africa and the world.
I have a special thought for the wounded, and express my compassion. The nation is grateful to you and as I have already indicated, the State will pursue compensation for disabled veterans up to ten million FCFA.
The same amount will be paid to the families of soldiers killed in combat.
This latter measure takes effect from April 2012.
Meet the new security paradigms, I want to ensure that our Army remains in the best moral and material, to effectively fulfill its missions.
As always, this festival with joy and hope she wears is that of Senegalese youth, dynamic and lively longing to serve his country.
This year Independence Day falls under the theme "Contribution of the Defence Forces and Security in the revitalization of the civic spirit."
I am particularly pleased, because this is the direction I wanted to give myself the ceremony monthly flag raising at the Palace of the Republic.
And I am happy to know that the school and in other public services, this allegiance to the National Flag, expression of feeling complete civic reborn and contributes to the necessary restoration of republican values ​​and citizenship.
The practice of these values ​​is essential, my fellow Americans, to strengthen the symbols that we share and that we together: the state, the Republic, the Nation and the common good.
Thus shall we do with the ideal of "common will to live together", the basis for national cohesion in our march towards the same fate.
That is why, my dear fellow, I resolutely pursue negotiations for peace as desired region Casamance, back, finally, and restores all the splendor of its beauty.

The challenge of good governance is also at the heart of my concerns.
A proof of the facts, I am even more determined to build the nation on its heritage and its protection.
Good governance is an integral part of democracy. We are in a phase of rupture and transition to a new Senegal.
Senegal and again, requires a new mindset, a new consciousness.
The rule of law that we are induced to build equity and accountability, to create an environment of trust and transparency for investment, economic activity and the generation of jobs.

Its purpose is to ensure the sanctity of the public good, to achieve greater social justice, promote equality of opportunity and reward merit.

My ambition is to give every child in this country the opportunity to learn, to live decently and to realize his dream.

That is why the quality of education and training to my heart, so that knowledge and know-how to restore the school's mission of shaping the human person and his social advancement.

It is with this objective that the system meets innovative assessment in basic education from 2014, the new policy of publishing textbooks, projects Universities Sine Saloum and Sébikotane and the creation of Research Centres and Test in Ouakam and Louga.

In addition, the building program continued educational facilities, including the Daaras modern finance is already obtained. On union demands, the government remains fully prepared to dialogue.

In addressing the issue of youth unemployment, we are moving towards a new approach that aims to:
 streamline structures to promote employment; ensure consistency vocational training and market needs; better regulate farms; and improve the collection of statistical data on the supply and demand for jobs.
In addition, in partnership with employers, the government will promptly process of national consultation on youth employment.

With regard to the rural world, I welcome the good progress of the crop, especially the increase of farmers' income. Kilogram of peanuts has sold to more than 250 FCFA this year for an initial price set at 190 FCFA.

With its great potential in agriculture, livestock and fisheries, rural is a powerful generator of economic activity and employment, provided that it is properly equipped and supervised.

And it is this revolution in agriculture that the government is working on a daily basis.

Thus, the acquisition of new equipment for agriculture and livestock, which I announced in my post New Year is well underway. For the amount of 42.5 billion FCFA.

The Government will conduct the necessary consultations with stakeholders to define the conditions of access to these facilities.

Then, to give a new impetus to producers, the State has fully paid the debts inherited from the previous two seasons, for a total of 13 billion FCFA.

Finally, the implementation of agro pastoral Poles, who will the dynamics of our agricultural revolution, will soon be a Presidential Council on Agriculture and Food Security.

On the hydraulic program 33,000 social connections in urban areas and installation of 75 wells in rural areas continues.

At the same time, we must accelerate the interconnection of the country and opening up areas to improve the movement of people and goods.

Across the country, 17 road infrastructure projects and other structures, including bridges, will be delivered during the year.

Our focus lies on the lasting settlement of the question of energy.

Indeed, our system of production and distribution of electricity remains too expensive for the state and consumers. The cost per kilowatt / hour currently varies between 170 to 190 FCFA. We want it back at a price ranging between 60 and 80 FCFA maximum.

As a result, the Government has defined a new approach in a strategic plan over five years.

The objective is to increase the production of electricity by installing central cheaper, which operate gas, coal and solar.
The first agreement for the upcoming implementation of a solar Tambacounda has already been signed.

Another agreement will follow during the month of April. It covers a broad program of 71,000 lamps for lighting solar channels and public buildings throughout the country.

At the same time, the program of electrification of 373 villages continues.

With regard to mining vocation of our country, I am pleased to announce that it has confirmed with the innovative agreement that the Government has concluded. This Agreement gives a larger operation of the gold mine Sabodola.
And for the first time in such an agreement we obtained a portion of the gold Sabodola be sold on the domestic market, to diversify sources of supply chain and generate new business, including our jewelers including art and talent are recognized even beyond our borders.

My dear compatriots,

Tonight, we are celebrating 53 years of independence of our country, we can be proud of the progress.

We consolidated the foundations of the nation inherited from our ancestors; built on a stable basis, and State Institutions modern democracy built a major and soothed. And our diplomacy, dynamic and successful, is respected around the world.
Tonight highlights these achievements, especially look at the future with confidence, and take the proper measure of effort we need to make to enrich our common heritage.

We do this by respecting the pact that binds us, and giving our children the desire to live together, the pride of Senegal, loyalty to the Republic and the strength to defend this nation.

This mission commits us severally be above our personal ambitions fulfilled, if we remain worthy of the legacy of ancestors and earn the gratitude of future generations.

And that is why I invite you, my dear fellow, in the name of our shared history, the name of the values ​​that unite us, and on behalf of our common destiny, to live as Senegal, standing, and walking towards progress in a united and prosperous Africa.
